Get together with the other leaders in your company, define your strategic success criteria, weight each criteria for it's relative importance, identify your top projects and rank how well they will meet each success criteria. Then multiply the project ranking for each success criteria times the weighting factor. Add all the numbers up for each project. The project with the highest number is your top priority project.
